The director of community college establishment project June 29 1992 – May 5 1997 The director of Sriracha campus establishment project May 8 1997 – June 19 2000 The philosophy of establishing the Sriracha Campus: The Sriracha establishment project was from 1989 – 1990 while Professor Dr. Sutharm Areekul was the University President. He gave the order to revisit the university’s land usage located in many provinces, especially the land at Aow Udom, Sriracha district, which was transferred from the Ministry of Interior since 1955. Therefore, the research station was founded.When the civilization raised, many organizations asked to use the land for the benefits of the community such as hospitals, fire stations, etc., and the university gave permission as always. After the government launched the economic development plan for the Eastern Seaboard area in 1982, there were dramatic changes, resulted in a large amount of investment and assets value was increased. The local people could not adjust to the changes. It ignited the idea of the university establishment. In addition, there were studies and analyzes of the Eastern Seaboard area development plan and survey the needs of the community during the preparation period for establishment. The finding indicated that the educational institute had to focus on the development of manpower in the industrial, services and, manufacturing sectors that are in line with the development strategy and needs of the private sector. The education program should aim at 2 levels, namely, improvement of the workforce in the industrial sector, which mostly graduated the vocational certificate or diploma; and the encouragement of workforce to receive the bachelor's degree level and higher. In the early year, it was the "Community College" with the aim of being an educational institution in which all parties in the community could participate in educational management just like in a developed country.When proceeding for a while, it found out that the idea of establishing a community college was not accepted by many parties. This form of the educational institute being applied inappropriately, causing the lack of trust and acceptance from the community. Therefore, it was changed to be the campus. However, due to the limited land, the 3 core studying programs were established to meet the economic development goals of the Eastern Seaboard. The first core program was in engineering science to meet the industrial and transportation manpower requirement (formerly known as the Faculty of Industrial Technology), which at that time, the Eastern Seaboard area was expected to play an important role in sea and air transportation. The second core program was in business administration to meet economic policy on hospitality, manufacturing and, transportation. Therefore, the Faculty of Management Science was established offering the study program on business administration and public management. The third core program was in environmental and resource management as the physical infrastructure and society of the Eastern Seaboard area were limited such as water resources, soil, seaboard, local culture and living. The development direction was to change the economic system from the agricultural sector to the industrial and hospitality sector, which would make a massive impact on ecology, environment, and way of local life. The Faculty of Environmental and Resources Management was, therefore, established.As the government policy to push on the public university, the campus administration was determined to be one-stop service and shared responsibility in order to increase capacity, efficiency and economy in human resources and tools. The structure and administration were specified as follows. 1. The Faculty Administration: there was no department. The educational program was in Program Management so that there was no limitation in human resources and opened the opportunity to faculty members who have knowledge in various fields to teach in various subjects. The human resources was managed as Internal Staff and External Staff to provide flexibility in program management and efficiency in academic human resources. 2. The Office of Administration and Services: Centralization. This was not only increasing the organization’s capacity but providing career opportunities to the personnel in the academic support field. 3. Building prestige and credibility for the campus: The campus must provide the quality graduate into the workforce according to the international standard and meet the social acceptance. The student acceptance to study must be conducted fairly.
